United Nations Security Council Approves Donald Trump's Gaza Initiative

The UN Security Council has supported measures presented by the US president for securing a long-term stability in the Gaza Strip, including the stationing of an global peacekeeping force and a possible route to a sovereign Palestinian state.

Unanimous Approval with Notable Absent Votes

This measure was adopted by a vote of thirteen supporting, with both China and Russia choosing not to vote. The US envoy the American delegate addressed the UN assembly that it mapped “a fresh direction in the Middle East for Israelis and Palestinians and all the people of the area alike”.

Negotiated Language on Sovereignty

Incorporation of mentions to an self-governing Palestine was the price the US paid for endorsement from the Arab and Islamic world, who are anticipated to contribute security forces for the global force.

“Provisional steps that we embark on today must be executed in accordance with international law and upholding Palestinian sovereignty,” the UK chargé d’affaires declared.

Israeli Opposition Persists

Nevertheless, on the brink of the resolution approval, Israeli prime minister Netanyahu reaffirmed his government’s adamant opposition to the establishment of a Palestinian state, creating uncertainty on whether Israel will permit the enactment of the internationally endorsed measures.

Main Elements of the Proposal

  • Prompt removal of remaining curbs on humanitarian aid into Gaza
  • Creation of an global security force
  • Steps toward rebuilding and a possible “route to Palestinian sovereignty and nationhood”

Vague Language and Stipulations

The inclusion to independence was a balanced insertion to an first US version which omitted it. But the wording is unclear and contingent, promising only that once the Palestinian Authority has reformed itself and the restoration of Gaza is progressing, “the conditions may eventually be in readiness for a credible pathway to Palestinian self-determination and sovereignty.”

Global Response

The wording fell far short of the definite pledge to the building of a sovereign Palestine alongside Israel desired by Arab countries, as well as EU representatives, but in statements to the assembly after the decision, representatives from those countries said they were ready to support the compromise in the service of extending the ongoing cessation of hostilities and prompt actions to assist and secure the over two million Palestinians in Gaza.

“Our delegation has eventually decided to support of this document, a resolution that we back its main goal, namely the continuation of the truce and the formation of conditions allowing the Palestinian population to assert their fundamental rights to independence and statehood,” the Algerian envoy declared.

Practical Difficulties

The proposal provides comprehensive monitoring control to a “board of peace” chaired by the US president, but of undefined composition. The group has to inform the United Nations but it is not obligated by the wishes of the UN or by the Palestinian leadership.

Furthermore, it demands the creation of a specialized Palestinian group that is expected to manage routine management of the Gaza and the distribution of aid, but it is highly uncertain who would take part.

Stabilisation Team Mandate

The authority of the ISF gives it authority to neutralize and disband militant organizations in Gaza, but it is highly uncertain that potential participating nations would be willing to engage such organizations. Not a single nation has yet agreed to contributing forces.

Additionally the criteria for reform of the Palestinian Authority, the precondition towards progress on independence, have been unclear.

European officials said they considered it urgent that the members of the expert panel to provide utilities was agreed as promptly.
